In the cartoon, two cops shoot a chimpanzee dead, and one of the cops says to the other, "They'll have to find someone else to write the next stimulus bill." The cartoon contains a reference to a story in which Connecticut police had to shoot a pet chimpanzee dead because it was attacking a human being
